The deal includes a team option in the fourth year.
Watson has reportedly been looking for a deal of more than $25 million per season.
It was reported on Tuesday that the Cavs are a serious threat to land Peyton Watson in a sign-and-trade with the Nuggets.
The Nuggets are currently the only team in the league in the second apron.
The Clippers and Bucks are also mentioned as candidates to land Watson.
Should the Nuggets be forced to make a trade to get under the apron, Cam Johnson has been mentioned as the likeliest candidate to get dealt.
