Lowry joins Vince Carter as the only two players who have had their jersey retired by the team.
The 40-year-old recently signed a one-day contract with the Raptors on 7/7.
"I've been looking forward to this moment for years. I always said that Toronto is home, and that I'd retire a Raptor, and to see my No. 7 go up in that building is going to mean everything to me," Lowry said in a statement.
Lowry averaged 13.8 points and 6.0 assists per game in his career.
